John 3:3 Jesus answered and said to him, “Most assuredly, I say to you, unless one is born again, he cannot see the kingdom of God
The weightier word is “being born again”. It is the great doctrine, so fundamental in the Gospel, of regeneration, a new Birth, being made a new creature. There is cause and effect in being born and so as being born again. Babies conceived and born do not effect the process, they respond to the process.
We are born once into the world, we are then born again into the kingdom. And here is why, because we are dead in our trespasses (Eph 2:1). By biblical definition, we are spiritually dead, morally bankrupt unable to do any good to become alive. Lazarus was 4 days dead stinking in the grave with no hope in himself or anyone, but then Jesus with life giving power caused and effected life into him and he responded. In short, Jesus is saying we must have new life to see and enter the kingdom of God, something foreign to Nicodemus a teacher of the law and to us all. Salvation is of the Lord, He is the causer. Jesus is “… the author and finisher of our faith …” ( Heb 12:2).

The power of being born again is hence the beginning of experiencing salvation. It is like knowing a doctor can treat but before going to him for treatment when you are sick the knowledge is unimportant. I hope I am right.
